Forrec was retained to develop a comprehensive planning and attraction program to revitalize the present tower as a destination attraction and increase visitor length of stay. A program of speciality retail, food and beverage, an aquarium attraction and a new urban park was proposed at the base of the tower - all designed to make for a more compelling overall visitor experience.

The urban park also provided for a stronger address on the street, a better visitor arrival area and a better integration into the neighbourhood system of public space.
